How to Build an AI Tender and Bid Response Agent for UK Service Firms

UK service firms lose 20 to 40 hours writing every tender response. Most never bid at all — not because they lack the capability to win, but because the cost of entering is too high. An AI tender bid response agent changes that equation: it monitors procurement portals, scores opportunities automatically, drafts responses from your evidence library, and hands a review-ready document to your bid lead in hours, not days. Here is exactly how to build one.

The Bid Writing Drain Costing UK Service Businesses Every Week

UK bid writing time drain — service firms spending 20-40 hours per tender response, with nearly a third of UK SMEs failing to win a public contract in three years due to the time cost of bidding

The UK government publishes over £100 billion of public sector tenders every year across Contracts Finder, Find a Tender, and dozens of sector frameworks. Local authorities, NHS trusts, central government departments, and crown commercial frameworks between them create thousands of live opportunities every month — the majority of which eligible UK SMEs could bid on.

Most do not. Research from the Federation of Small Businesses found that nearly a third of small UK firms have not won a public contract in three years. The most common barrier is not capability or price. It is the time cost of writing the response. A four-person consultancy cannot absorb thirty hours of director time on a tender that may not win. So they leave it.

Private sector proposals carry the same weight in a different context. Professional services firms win work through proposals, statements of work, and quotations. The quality and speed of those documents often determines who gets the contract — and they take too long to produce, especially when multiple opportunities are in the pipeline simultaneously.

Venture-backed AI bid writing tools have emerged to address this. AutogenAI raised £17.2 million to apply large language models to public sector bids. Specialist platforms like Tenderforge and BidWriter charge £40 to £50 per month for an AI drafting layer. But these are siloed tools — they do not connect to your CRM, your client case studies, your delivery history, or your existing workflow. An AI tender bid response agent you build yourself does all of that, at lower running cost, and with the kind of institutional knowledge that off-the-shelf tools cannot replicate.

The bid writing problem is not that UK service firms lack the capability to win tenders. It is that the cost of entering is too high. An AI bid response agent reduces that entry cost by 70 to 80 per cent — making the decision to bid a much simpler one.

What an AI Tender Bid Response Agent Actually Does

Before building anything, it is worth being clear about what this agent does — and what it does not.

What it does:

  • Monitors Contracts Finder, Find a Tender, and sector-specific portals for new tenders matching your service areas
  • Scores each opportunity for relevance, contract value, and win probability based on criteria you define
  • Drafts bid response sections by pulling from your evidence library, capability statements, and past winning answers
  • Checks the draft against the specification's evaluation criteria and word limits
  • Routes the completed draft to your bid lead for review and sign-off before submission

What it does not do:

  • Make the bid or no-bid decision for you
  • Submit a response without human review and approval
  • Handle strategic decisions on pricing or commercial terms
  • Replace a qualified bid writer on high-value, complex public sector frameworks

The agent handles 70 to 80 per cent of the drafting work — research, evidence assembly, section writing — and gives your team a reviewed-ready draft to refine rather than a blank page to fill. For mid-value tenders between £20,000 and £500,000, this is the leverage that makes bidding viable for a small professional services firm.

This agent fits into the new business layer of your AI operating system. If you have already built an AI lead qualification agent, the tender discovery and scoring step follows the same trigger-and-filter pattern applied to procurement portals rather than inbound leads.

Step 1 — Build Your Bid Intelligence Library

Building a bid intelligence library for AI tender responses — structuring case studies, capability statements and past winning answers so an AI agent can retrieve and use them accurately in new bid responses

The quality of your agent's output is capped by the quality of its source material. Before touching n8n, spend two hours assembling your bid intelligence library. This is where most of the output quality comes from.

Your evidence library. Collect your best case studies, client references, project summaries, and quantified results. Write each one as a plain text file in a consistent structure:

## Case Study: [Client Type], [Service Area]
Client: [Sector, size — anonymised if needed]
Challenge: [2 sentences on what they needed]
Approach: [3-4 bullet points on what you did]
Results: [Quantified outcomes with numbers and timeframes]
Keywords: [5-10 terms — CPV codes, sector names, service types]

Start with ten to twenty case studies. Store them as plain text files in a Google Drive folder or a Notion database that your n8n workflow can query via API. Do not store them in Word or PDF format — plain text is what Claude processes cleanly and consistently.

Your capability statements. Write a library of capability paragraphs for each service area your firm covers. Each one should be 100 to 150 words, written to answer "why should we appoint you?" for that service. These become the default starting text for new tender sections and are refined by Claude based on each specific requirement.

Your past answers. Export your best-performing past bid responses as plain text. Remove client-specific information and tag each section with its evaluation criterion: "Social Value", "Technical Approach", "Management Approach", "Commercial", "Quality". These give Claude high-quality examples to pattern-match against for new bids.

Once assembled, create a simple index document mapping each case study and capability statement to relevant tender keywords. The agent uses this index to retrieve the right source material for each section of each bid.

Step 2 — Build the Tender Discovery and Scoring Workflow

The discovery workflow monitors procurement portals and scores new opportunities automatically. Build it as a standalone workflow that runs daily and populates a bid pipeline.

Node 1: Scheduled trigger. A Schedule node fires at 7am every weekday. You want to review new opportunities as part of a morning routine, not chase scattered notifications throughout the day.

Node 2: Fetch tenders. An HTTP Request node calls the Contracts Finder API (free, no authentication required) and the Find a Tender API filtered by CPV codes for your service areas. Most consultancy, professional services, and advisory work falls under CPV divisions 70 to 80. Set a minimum contract value to exclude micro-tenders below your viable threshold. If you work primarily in the private sector, replace this with an RSS feed from relevant trade press, procurement newsletters, or LinkedIn company monitors using an HTTP Request plus RSS parser node.

Node 3: Score for relevance. Pass each new tender to Claude with a structured scoring prompt: "Score this tender from 0 to 10 on each criterion: (1) relevance to our service area [describe], (2) contract size relative to our typical engagement value (£[x] to £[y]), (3) sector fit [list your strongest sectors], (4) geography (we work UK-wide / we prefer [regions]). Return a JSON object with a score for each criterion, an overall average, and a one-sentence rationale." Tenders scoring 6 or above should be flagged for review. Use a structured output schema so scores are always machine-readable.

Node 4: Log and notify. Append tenders scoring 6 or above to a Google Sheets pipeline log with columns for tender name, portal link, deadline, contract value, score, and status. Send a morning Slack or email digest to your bid lead listing that day's shortlist — two or three opportunities with scores and rationales. The bid lead makes the bid or no-bid call. The drafting workflow only starts when they mark an opportunity "bid" in the pipeline sheet.

The competitive intelligence agent post covers a closely parallel monitoring and scoring architecture — the same trigger, filter, and digest pattern applied to competitor activity rather than procurement opportunities.

Step 3 — Build the Bid Drafting Agent in n8n and Claude

AI bid drafting agent workflow in n8n — seven-node workflow from trigger through specification extraction, evidence retrieval, Claude section drafting, compliance check, and bid lead notification

The drafting workflow triggers when a bid lead marks an opportunity as "bid" in the pipeline sheet. Build it with seven nodes.

Node 1: Trigger. A Google Sheets trigger fires when the status column changes to "Bid". Pull the tender name, portal URL, and deadline from the row.

Node 2: Fetch the specification. An HTTP Request node retrieves the tender specification from the portal URL. Most UK public sector tenders publish specifications as PDFs. Use a PDF parsing service (Mathpix works well, or a simple extract-text service) to convert to plain text. Strip tables and formatting artefacts — you need clean, parseable text.

Node 3: Extract evaluation criteria. Pass the specification to Claude with the prompt: "Extract every evaluation criterion from this tender specification. For each one, return: section title, the question being asked, its weighting percentage if stated, and the word or page limit. Return as a structured JSON array." This extraction step is what makes the drafting systematic — you are drafting to stated criteria, not guessing what evaluators want.

Node 4: Retrieve matching evidence. For each section, query your bid intelligence library for case studies and capability statements whose keywords match the criterion. An HTTP Request to your Google Drive or Notion database returns the top two or three matching items per section. The index document you built in Step 1 makes this retrieval fast and accurate.

Node 5: Draft each section. Pass each section's criterion, question, word limit, and retrieved evidence to Claude in sequence. Use a system prompt that enforces your firm's voice: "You are a bid writer for [Firm Name], a UK [service area] practice. Write clear, evidence-based bid responses in British English. Substantiate every claim with the evidence provided. Match the word limit exactly — do not exceed it. Never use the phrases world-class, industry-leading, or innovative. Every statement must be specific and defensible." For sections weighted above 20%, use claude-opus-5-5 for higher quality. For lower-weight sections, claude-haiku-5-5 is fast and cost-effective. The token budget management post covers the routing pattern in detail.

Node 6: Assemble and compliance-check. A Function node assembles all drafted sections into a single document, then passes it back to Claude for a compliance review: "Review this bid response against the specification criteria listed below. Identify: any question left unanswered, any section exceeding its word limit, any claim made without supporting evidence from the case studies provided. Return a structured JSON compliance report." Flag any issues before sending to the reviewer.

Node 7: Notify the bid lead. A Slack message sends the draft as a Google Drive link, the compliance report, and the submission deadline prominently displayed. The bid lead reviews, amends, and approves before any submission. The agent's role ends at the handoff — submission stays manual and deliberate.

What to Expect and Where to Build Next

AI tender bid agent results for UK service businesses — time per tender response reduced from 25-35 hours to 4-8 hours human review, enabling 10x more bids per year with the same team

UK service firms deploying this agent typically see bid response time drop from 25 to 35 hours per tender to 4 to 8 hours of human review and refinement. For a firm that was previously bidding on two or three tenders per year due to time constraints, this creates capacity to bid on ten to fifteen — a fundamental change to the pipeline maths.

Running costs are low. The discovery workflow makes 30 to 50 Claude API calls per month at typical bidding volumes. The drafting workflow makes 15 to 20 calls per bid. For a firm bidding on eight to ten tenders per month, total API costs run to £40 to £80 per month. Specialist bid writing platforms cost £40 to £100 per month and connect to nothing in your existing stack.

Three extensions are worth building once the core agent is working.

Outcome logging. When a bid result arrives, log it against the tender in your pipeline sheet along with any feedback provided. After twenty bids, you have enough data to analyse patterns: which evidence items appear most often in winning bids, which sections score highest, which criterion types your firm outperforms on. Feed those patterns back into your Claude system prompts. This is the knowledge moat in practice — the longer the agent runs, the better it writes bids that match your actual strengths.

Framework alert monitoring. Many UK public sector contracts are awarded through pre-agreed frameworks — Crown Commercial, NHS SBS, G-Cloud, DOS. Framework contracts have higher win rates and lower competition than open tenders. Add a framework monitoring step to your discovery workflow that flags relevant refreshes, re-opens, and call-offs. Being on the right frameworks removes the need to bid on individual contracts for those categories entirely.

CRM pipeline integration. When a bid is submitted, trigger an update in your CRM: create a deal record with the contract value, expected award date, and a follow-up task for the bid lead to chase the result. This connects the tender pipeline to your revenue forecast without manual data entry. The CRM enrichment agent post covers the patterns for keeping those records current once the opportunity is logged.
